In the public sector, there are a number of central public procurement entities whose objectives are the creation and management of framework agreements in line with EU procurement directives [6] and which are available for use by designated public bodies. In the United Kingdom, for example, crown commercial service, municipal consortia such as Eastern Shires Purchasing Organisation (ESPO) and Yorkshire Purchasing Organisation (YPO) and consortia, in the areas of higher education and training: APUC (in Scotland), Crescent Purchasing Consortium (CPC), [7] London Universities Purchasing Consortium (LUPC), North Eastern Universities Purchasing Consortium (NEUPC), [8] North Western Universities Purchasing Consortium (NWUPC) [10] Companies, in particular the contracting authorities, may enter into framework agreements with one or more suppliers, which impose the conditions applicable to each subsequent contract and the selection and appointment of a contractor by referring to agreed terms or by organising a selection procedure in which only partners are invited to submit specific trade proposals for the framework agreement. [5] 2. Canada informs the Commander of the European Union Operation in due course of any changes in its participation in the operation. The 2017 Strategic Review of Defence and National Security said France must «offer its partners ambitious defence partnerships on the basis of a differentiated approach, giving the highest priority to the most willing and capable European nations.» This means «supporting the various promising initiatives that strengthen the strategic convergence between European nations on common security, both inside and outside the EU and NATO frameworks.» 4. The European Union communicates the results of the assessment in writing to Canada in a timely manner to ensure Canada`s participation in accordance with the provisions of this agreement. (5) The general conditions for Canada`s participation in EU-led crisis management operations should be defined in an agreement setting a framework for this possible future participation, rather than setting these conditions on a case-by-case basis for each transaction concerned.
